That the worst always end up in parliament and government is an invariable rule confirmed daily by experience. The reason is simple. Those who stand to become legislators or rulers want to impose their will on other people by force. Competition to select who will perform evil deeds best of all will inevitably bring to the fore the worst, those willing to do anything to seize power. That is why it is perhaps more fitting to define modern Western democracies as kleptocracies, governments of thieves.
