THE 77TH WHO ASSEMBLY APPROVES THE NEW TEXT OF THE INTERNATIONAL HEALTH REGULATIONS

As expected, following the failure of the Pandemic Treaty, the WHO has moved to plan B, which had been in preparation for some time, namely the amendments to the International Health Regulations (IHR) that were approved at the last possible moment, on 1 June.
The new text of the IHR provides for centralised management of health emergencies and of the production, distribution, and procurement of medicinal products, with particular reference to vaccines. The text of the new regulations is complex, but several key passages can already be highlighted.
Whilst the old text (Art. 3) provided for “full respect for the dignity, human rights and fundamental freedoms of persons”, the new Art. 3 adds an obligation to promote “equity and solidarity”. This addition is capable of unravelling even the slender shield of respect for fundamental rights which, as we have seen from 2020 onwards, were completely obliterated in the name of an alleged emergency.

The new definition of a “pandemic emergency” is as follows: a public health emergency of international concern caused by a communicable disease that has the following characteristics: (i) has, or has a high risk of having, a wide geographical spread and extending to multiple states, (ii) exceeds or has a high risk of exceeding the capacity of states' healthcare systems to respond to the emergency, (iii) is causing or has a high risk of causing severe social and/or economic disruption, including disruption to international traffic and trade, and (iv) requires rapid, equitable, and enhanced coordinated international action with a whole-of-government and whole-of-society approach.

The decision as to whether or not a pandemic public health emergency of international concern (PHEIC) exists rests solely with the WHO Director-General. In such an event, the WHO will be able to coordinate the procurement and distribution of all health-relevant products, naturally including ubiquitous vaccines, diagnostic tests, and so-called personal protective equipment. Although WHO provisions continue to be described as “recommendations”, it is apparent that the new text of the IHR establishes the WHO Director-General as a kind of global health dictator.

The WHO Constitution and the IHR itself provide for the automatic entry into force of the new rules if no objections or reservations are lodged by member states within 10 months of the adoption of the new text. This provision is unconstitutional. Indeed, Article 80 of the Italian Constitution requires an Act of Parliament to ratify international treaties.

Now more than ever, it is necessary to realise that everything emanating from politics is harmful to citizens and that our enemies sit in the various corridors of power, both national and international. We must oppose their dystopian plans with the only real means at our disposal: civil disobedience.
After four years, many of us have come to understand the dirty game being played at the expense of ordinary people. The way forward is to say no, refuse to believe the lies, and withdraw entirely from the rotten and corrupt healthcare system run by states and international organisations.
